Nothing about the origin and nature of the virus, its contagiousness, treatment, or the efficacy of vaccines seems certain or definitive. The only undisputed fact is the convenience for each person knowing at all times whether they are infected or immunized against the virus. That involves the difference between afflicting third parties or not, accessing medical care early or too late, or recovering fundamental prerogatives such as the right to work, travel, or visit loved ones.

Well, a year later, and with unrestored common sense, we still face the opposition of people and institutions to the implementation of digital solutions that record the health status of people in relation to the COVID-19 disease (see article*). It is true that a number of companies and institutions are now beginning to find out what was obvious from the outset, but only to confront accusations of inequity and bigotry, abuse of power, or limitation of freedom.

No one will dispute that the existence of people’s health records is as old as the practice of Medicine. If anything, after centuries, we have made progress on the acceptance that the individual is the sovereign owner of that information, although in practice it is not easily granted. Simply requesting your own medical record at a healthcare center is enough to be startled by the difficulties of obtaining it.

Where, then, did so much refusal of recording the results of diagnostic tests or the administration of this particular vaccine come from? Objectively it cannot be sustained except on the basis of certain preconceptions regarding the use that others may make with that information or the format in which it is available.

From BlockTac we have insisted for months and in very different forums about the soundness of implementing our solution that, through the use of Blockchain technology, we put on the market at the beginning of the pandemic (see here). Its characteristics are the most comprehensive that can be asked for in the actual circumstances:

• PRIVATE PROPERTY. Each person controls their health information. They decide when, how and who to share the information with.
• PRIVACY. The certificates are issued in a manner that safeguards the subject’s identity. The information is private, so there is no way to know who it belongs to unless the subject reveals that information.
• TAMPER-PROOF. Certificates can’t be manipulated or tampered with. Given the nature of the information and its possible impact on social activities, it is essential that it be totally tamper-proof, for the common good.
• CONVENIENCE. This makes certificates easily available and portable. They are easy to keep close to hand, while also making them difficult to lose or misplace.
• VERIFICATION. Allows third parties to verify the authenticity of the information immediately.
• UPDATED. The information on the certificate can be updated to reflect any changes in the subject’s health or the instructions or recommendations to follow in any given situation.

At the moment, all the objections presented to these certifications are answered. And besides, in a more complete and secure way than most of the initiatives now appearing, based on less secure and exposed technologies. Rightly, we express our gratitude to the visionary people and organizations that from the beginning trusted us and gave us their support.

Centuries go by, problems switch, but the belief remains: the truth sets us free. Let’s give it a chance.

ACCIÓ, the agency for business competitiveness of the Department of Economy of the Generalitat, has granted 75,000 euros to the startup, within the support line program for emerging technology companies that are in their initial stage.

The BlockTac digital seal uses ‘blockchain’ technology to encrypt documents and products. According to data from the Generalitat, 76 companies currently work with blockchain in Catalonia, 117% more than in 2018.

The CEO of the startup, Francisco J. Guillén, explained that “digital seals are tailored to each client, according to their needs, and we seek to make it a quick and easy solution so that it is available to small and medium-sized companies that do not have the resources of a multinational, but that also want to certify the authenticity of their products”.

Each product or document is identified with a code that cannot be forged, so that companies may protect their products and consumers verify the authenticity. “We want to make available to SMEs an anti-fraud system that allows them to connect with their customers, as large companies already have, and to guarantee the necessary rigor in the verification processes,” Guillén said.

The startup has also adapted its digital seal technology to carry out secure and auditable online voting, and also to certify safe spaces and the immunity of people in the context of COVID-19.

The company was founded in Terrassa in 2018 and is made up of a team of eight people.

This new collaboration consolidates the one already established between Telefónica and BlockTac in applying Blockchain technology to the solution of business problems, in particular those associated with the authentication and traceability of food and consumer products and verification of distinctive digital assets.

This introduction serves to demonstrate that scientific knowledge and administrative decisions are not always coordinated according to logical postulates. These days we are exposed to contradictory information regarding how to protect the population against Covid-19 and arranging a safe return to social activities.

Undoubtedly, we still know little about the disease and its evolution. But what we already know nowadays is very valuable. There are diagnostic tests to establish whether or not we are infected with SARS-CoV-2 and to confirm whether we have developed antibodies after overcoming the infection more or less undetected. It is true that we still cannot guarantee if immunity will be lasting, but for those who have overcome it, knowing this is very reassuring, and the opposite for those who have not yet faced the virus.

These last few days, unfortunately, it baffles me to see how some statements and conclusions contradict the most elemental common sense. Some initiatives to rule the recovery of the activity are blamed for being segregationists, unethical, and simply abandoned without being fully analyzed and assessed. This is the case of the so-called “immunity passport” which, for our good, I think we should review more rigorously.

In my opinion, it is pointless to think that the stigmas of seropositivity from previous viral infections, such as HIV, would be applied in the current pandemic and generate irresponsible behavior or social discrimination of any kind. About all, today it is important to know whether we are infected and can spread it to our relatives and contacts, or whether we are clean from the virus.

Being infected does not make us outcasts, but rather heroes, as we can isolate ourselves and begin treatment while protecting those around us. If we are not infected or have overcome the disease, we can move with a certain peace of mind knowing that we must take some safety measures and undergo periodic checks of our condition, urgently if we experience new symptoms. Only the available tests, with greater or lesser specificity and sensitivity, eventually applied to the entire population, will be able to regulate our behaviors.

However, in defiance of common sense and prudence, unconfinement plans seem grounded in blindness. Because deciding who goes out to do what, without having a minimum of guidance, is to act blindly. And moving disoriented along unknown paths leads us safely to the cliff.

So I think it is essential that we all have a private certificate of our state of health concerning the Covid-19. It is not enough to have a note or card with the result of the diagnostic test. In addition to being impractical, due to its recurring use, it is also indiscreet, as well as prone to be faked by the many hustlers around us (see how thousands of them have been fined for skipping quarantine). These report certificates must be digital, easily accessible, preserve confidentiality, easy to share, health or security personnel may instantly verify their authenticity, expire when appropriate, and provide the most current behavioral warnings recommended by the health authorities.

These certificates are nothing more than an informative and secure tool. Nothing perverted except in the minds of those who imagine improper use. This is why I do not share the claims of discrimination that are made for the simple fact of evaluating the state of health of the population with the means at our disposal, and I defend the imposition of common sense, for our own gain.

In short, having access to reliable results of diagnostic tests will help us know whether we can go to work with peace of mind, or meet for dinner with friends, get on a plane, book a hotel or go to the beach. Nothing will be like it used to be, but they will be effective for a safer recovery of social activities.

The most commented have to do with the tracking of people who may have been in contact with those infected by the coronavirus. The objective is to be able to alert as soon as possible of their possible contagion. Assuming that such applications will respect privacy, and recognizing their potential usefulness in curbing the expansion of COVID-19 when they become available, they will not always be the most effective measure to respond to the circumstances of all territories or to the objectives of rapid recovery of economic activities.

Let’s take the example of the Canary or Balearic Islands, geographically isolated territories less affected by the pandemic. The monitoring of islanders, their movements and relationships, logically will have little impact since the incidence of cases is low, and even more after the disappearance of the peak of infection. The real problem they will have to face comes from abroad, from travelers and tourists arriving on the islands. These will be presented without a monitoring app nor with previous data on mobility or contacts. So, how will it be possible to defend against a potential recur of the infection? Well, establishing as an entry requirement the proof of not being infected or that it has already been overcome. And this can only be achieved through providing authentic, unforgeable personal certificates, easy to share in advance upon arrival and with the possibility of being verified immediately by third parties (hotels, restaurants, airlines …).
The only technology that could help the management of this secure information is Blockchain technology. And not applied anyhow, but in such a way that the above-mentioned requirements are met, and which must include:

• Health status information provided by approved laboratories.
• Personalized identification of each certificate, but anonymized to respect privacy.
• Separate certification of the holder’s identity from the corresponding immunity certificate.
• Accessibility to always carry it at hand (on the mobile phone).
• Potential to be shared simply and quickly.
• Ability to verify its authenticity each time it is served.
• Capacity to update information about the immunity status or expire depending on the result.
• Make reference to the most recent indications of the health authorities about the behaviors to adhere in each condition.

In the current market situation, only BlockTac i-Covid19 certificates meet those conditions.

Some voices speak of the potential danger of segregation between groups of people by identifying their immunity status. Nothing more unreasoned and preposterous. First of all: everyone has a great interest in knowing if they are infected. Being identified promptly is crucial for her and for those around her. It allows treatment to begin immediately and to be isolated (which here lacks any derogatory connotation). Secondly, those who have overcome the infection have acquired, according to current knowledge, the condition of immunity, and even though this is a good state, they must ensure that they follow the measures being recommended. And, finally, the rest of the population, to the extent that they have been given negative results in infection controls, in the absence of symptoms, will be able to lead a normal life, although following also the recommended guidelines and repeating the tests regularly or when a change in health status is detected.

As can be deduced, it is a matter of applying common sense and appropriately execute the same type of measures that were applied before the pandemic when traveling to regions affected by endemic diseases for which vaccines or treatments are available.

When and how should access to the job be, where it will be possible to go, what it will be feasible to do or visit, or with whom we can interact, they can only be answered with confidence with proof of whether or not the infection has been overcome. The reports of the analytical tests will serve to discriminate who could move freely, and who should be kept under control. And such tests, until a vaccine is developed, will have to be repeated periodically for those who have not acquired immunity.

The authenticity of the information and the possibility of its immediate verification constitutes a critical aspect to guarantee a safe recovery of social activities. Since 2008 an innovative technology has been developed with a force that surpasses the existing ones to provide that definitive proof of veracity and defense against fraud: the Blockchain. Although its applications initially focused on the financial sector, giving rise to cryptocurrencies, in recent years it has spread to the food and consumer products, to fight fraud and counterfeit, and in the health industry to preserve and secure patient medical information firmly.

BlockTac’s progress and achievements since 2018 may be immediately applied to meet the needs posed by the pandemic. For this reason, we have started working together with ACES (Catalan Association of Healthcare Entities) to make available to patients and users of their healthcare centers, an effective tool to securely recognize their health and immunity status relating to SARS-CoV-2. The result has been materialized in the mobile application i-Covid19.

BlockTac is responsible for registering in blockchain the reports of the SARS-CoV-2 tests carried out by the clinical laboratories associated with ACES that have voluntarily accessed this service. These digital certificates will be delivered to the analyzed people, who can keep them in the i-Covid19 application.

The digital certificates contained in the app correspond to the reports of serological studies carried out by accredited laboratories that establish immunity status and perform rapid viral antigen detection tests and PCR tests. According to the results of the tests, the immunity certificates prove the overcoming of the infection (they are accompanied by green color code), the state of acute infection (red color) or the absence of infection (yellow color). They also include the rules and recommendations to follow in each condition: normal activity (green), confinement (red), or follow-up and monitoring of symptoms (yellow).

The certificates of rapid viral antigen detection tests and PCR tests report the existence of infection (red color code) or its absence (yellow color). The corresponding indications are confinement and repetition of tests in the first case (red color), and follow-up and repetition of the test if symptoms appear, in the second (yellow).

The assessments and guidelines that accompany the certificates are based on the recommendations published in the most recent epidemiological reports (*) and will be updated, if necessary, with the arrival of new knowledge.

This application will help mitigate the negative impact of the pandemic and will play a decisive role in safely facilitating the process of reincorporation into work and social life when the confinement begins to be lifted.

ACES is the Catalan employers’ organization for private healthcare and has 238 associated companies that account for 388 healthcare centers. In Catalonia 2,314,008 people, 31.08% of its population, have private health insurance. The Catalan private health sector represents 3.5% of its GDP.
The establishment of this initiative has been done following the instructions and in coordination with health authorities and its implementation has been made available to all public and private institutions interested.
